The same shipment can land under different HS codes with wildly different duty. Do the homework before you ship.
Lesson one of steel customs clearance is classification. Structures usually fall under HS 7308, but complete buildings, color-coated cladding and bolt accessories may involve different codes — with very different rates.
Three pitfalls for buyers: misdeclaring members under wrong codes (description must match the goods, or containers get held); ignoring anti-dumping duties some destinations apply to categories like prefab buildings (HS 9406); and underestimating the non-tariff costs — VAT, port handling, inland haulage — which often exceed the duty itself.
Recommended practice: confirm classification and rates with a destination customs broker before shipment, and write “who bears import taxes” into the contract. Xionglan provides sample customs documents from past projects for most destination countries.
